Strengthening Refugee-Led Organizations (RLOs) and Building Sustainable Community Leadership (2025-2026)

Eurasia Partnership Foundation (EPF), with the support of and in partnership with UNHCR Armenia, is launching an innovative new project to strengthen refugee-led organizations (RLOs) and build sustainable community leadership across Armenia.

Over the next 12 months, EPF—together with UNHCR and partners—will work closely with refugee-led organizations to foster stronger collaboration with host communities, state institutions, and civil society organizations throughout the country.

We believe refugee-led organizations bring unique insight into the challenges displaced people face, as well as the opportunities available to them. They are trusted within their communities and can serve as a vital voice, a source of support, and as mentors and role models—standing together #WithRefugees.

Project goal
To empower refugee-led organizations and community initiative groups to identify, discuss, and address refugee needs, while strengthening the skills and capacities required to support others—such as navigating social services, connecting with opportunities in host communities, and encouraging learning, employment, and active participation in society.

Key activities
As part of this initiative, EPF (in consultation with UNHCR) will:

  • Map refugee-led organizations operating in Armenia
  • Assess capacity-building needs and priorities
  • Strengthen leadership and organizational skills through tailored support
  • Expand networks and partnerships with relevant stakeholders
  • Launch grant opportunities to support community-based initiatives benefiting both refugees and host communities

The project will conclude with a special event celebrating the inspiring contributions of refugee-led organizations and community initiative groups in Armenia.
