Municipal Capacity Enhancement Tool (MCET)

EPF offers a Municipal Capacity Enhancement Tool (MCET) methodology, developed as part of the USAID-funded CELoG program, to assess and improve municipal capacities, so that the municipalities could more effectively identify community needs, develop strategies to address these needs, as well as engage various community actors and structures in participatory community development. The MCET implies the evaluation of the capacities of LGs at three levels: 1) Policies and Procedures (P&P), 2) Human Resources and Structure, and 3) Management of daily routine.  

As a result of the evaluation, a report is developed offering recommendations on governance gaps and possible ways to improve those. The MCET reports serve as a basis for stimulating community development discussions and for defining the local priorities to boost the development of the community.
