Building Resilience and Inclusive Dialogue with Government Engagement in Armenia

Recent regional developments, including decisions around the Trump Route for International Peace and Prosperity (TRIPP), have introduced new considerations related to connectivity, regional cooperation, and infrastructure development for Armenia. While these initiatives are being discussed at policy level, their implications and interpretation at various institutional and community levels are still taking shape. Ensuring that local communities have a clear understanding of emerging connectivity initiatives and are effectively engaged is essential for informed policy planning.

Eurasia Partnership Foundation (EPF), with the support of International Development Funding from the UK government, is implementing the “Building Resilience and Inclusive Dialogue with Government Engagement in Armenia (BRIDGE Arm)” project. The project duration is from 15 December 2025 to 31 March 2026.

The aim of the project is to collect structured, evidence-based information on how connectivity-related initiatives are perceived and understood at both policy and community levels in Armenia, in the context of ongoing regional developments, including broader opportunities for regional connectivity, and TRIPP. The project is designed to support efforts by the Armenian government to deliver grassroots sensitive policies about connectivity initiatives, for example TRIPP.

The project implementer, EPF, will combine policy-level engagement with field-based analytical research. As part of the project, ten anonymous, semi-structured interviews will be conducted with representatives of relevant state institutions and experts involved in connectivity and regional development. The interviews will be conducted using a structured analytical framework to ensure consistency and adherence to professional standards.

In parallel, EPF will organise structured discussions in the regions of Syunik, Shirak, Ararat, Tavush, and Gegharkunik. These discussions will focus on community-level perceptions related to connectivity and regional development and will be facilitated by senior experts using established professional methodologies.

The result of the project will be an analytical report consolidating findings from the policy level and regional engagements and presenting an overview of connectivity-related issues, needs and potential ways to address them. The full report will be shared with government counterparts and is intended to inform policy considerations by presenting structured insight into connectivity-related responses in border communities during important phases of decision-making. All activities will be implemented in a context-sensitive manner, ensuring neutrality and full alignment with established governmental procedures.
