2023

In 2023, we faced one of the most challenging periods in recent years. The aftermath of war, combined with the mass displacement of Armenians from Nagorno-Karabakh in September, reshaped the priorities of our work. In response, we adapted quickly—focusing on immediate humanitarian needs while continuing to strengthen long-term resilience within Armenian society. This year reflected our ability to remain flexible, responsive, and committed to our mission even in times of crisis.

Responding to Displacement

As thousands of people arrived in Armenia, EPF redirected its efforts toward crisis response. Through our programs, we supported psychosocial assistance, emergency preparedness, and the integration of displaced individuals and communities.
We also worked closely with civil society actors from Nagorno-Karabakh, helping them re-establish their activities and continue their work in a new environment. These efforts contributed to restoring a sense of stability and continuity during a time of uncertainty.

Supporting Communities

In March 2023, we launched the “Locally-led Action for Development of Goris Community” program in partnership with Goris Press Club and with the support of USAID.
Through this initiative, we strengthened both institutional capacities and community participation in the Syunik region. By providing grants and organizing capacity-building activities, we supported local actors in shaping sustainable development paths for their communities.

Strengthening Civil Society

Throughout the year, we continued investing in civil society organizations, helping them respond to rapidly changing conditions.
Our sub-grant programs supported initiatives in education, psychosocial care, and community development. Projects such as TechnoCamp-2023 combined learning opportunities with trauma support, while entrepreneurship initiatives enabled displaced individuals to rebuild their livelihoods and regain independence.

Encouraging Dialogue and Culture

Even in times of crisis, we remained committed to dialogue and cultural engagement.
Through cross-border and cultural initiatives, as well as projects like the Tema/Rema podcast series, we created spaces for reflection, discussion, and exchange of ideas. These efforts helped maintain connections and foster understanding in a complex regional context.

Promoting Human Rights and Critical Thinking

Our work in human rights, conflict transformation, and critical thinking continued to guide our activities.
Through research, advocacy, and educational initiatives, we addressed issues such as discrimination, violence, and societal polarization. By promoting critical thinking, we encouraged individuals and communities to engage more thoughtfully with the challenges they face.

Reflecting and Moving Forward

In 2023, we also took time to listen and learn. A perception survey highlighted the important role EPF plays as a connector within civil society—supporting networks, strengthening capacities, and enabling meaningful participation in reform processes.


As we reflect on this year, we recognize that our work extended beyond individual projects—it was part of a broader effort to support resilience, solidarity, and hope in difficult times. We move forward with renewed commitment to building a more inclusive and peaceful future.
