Title:                                        Finance/Grants Manager

Location:                                 Yerevan, Azatutyan 1/21 – 23, (traveling appr.20% of time)

Who will replace:                      Finance Manager, Grants/Finance Associate

 

Purpose of job:

To provide a comprehensive and professional finance management service to the Eurasia Partnership Foundation Office, including day-to-day accounting, reporting, and supervision of the Financial staff.

Key responsibilities:

  • Perform duties of Chief Accountant/Grants Manager for EPF and oversee all accounting activities of the EPF
  • Supervise the EPF Financial Staff- signing necessary tasks for providing accurate and timely reports on behalf of the EPF.
  • Preparation/review of Annual Budgets for Core Grant and new program budgets in consultation with the CFO, key Budget holders
  • Maintain all financial records for the project and/or any subsidiary offices
  • Serve as the main point of contact with banks in which project accounts are held; track all project bank accounts
  • Track all project financial inflows and outflows, ensuring that all funds provided to the project office are properly accounted for
  • Maintain, secure, and distribute petty cash through advance holders in the office(s); Track and maintain clear records of petty cash expenditures i.e. advance holder reports
  • Track expenses against budgetary projections to identify areas of over-spending and to suggest corrective action
  • Provide assistance and guidance as required in organizing and completing other tasks of the Administrative Team, based on previous experience with International organizations or with other employers
  • Provide assistance to the team regarding local subcontracts, review, approval and budget analysis
  • Prepare and review, in accordance with templates, procedures, and deadlines communicated by EPF, monthly Operational Expense Reports, which record all expenses, and code them by category
  • Prepare and submit monthly budgetary projections and Operational Cash Requests in accordance with templates, procedures, and deadlines communicated by EPF
  • Monitor on a regular basis the project’s cash position to ensure that sufficient funds will be available in project bank accounts to meet predictable expenses with a reasonable reserve to meet reasonable unforeseen items
  • Liaise between the EPF and Local Authority bodies (State Registry, Tax and Social Authorities, State Labor Agency, National Statistics Agency, Ministry of Justice, HAC committee, etc.) as needed and within the remit of Chief Accountants’ responsibilities
  • Manage preparation of monthly, quarterly and annual book closings and balances according to Armenian Legislation
  • Oversee preparation of monthly and quarterly reports to State Fund of Social Insurance
  • Prepare annual financial statements and reports to Armenian Tax Authorities
  • Manage and update internal accounting methodology and policy
  • Execute Program, Project and Grant payments on behalf of EPF head office and Ijevan branch
  • Prepare periodic internal and external financial reports and support schedules ensuring accuracy and compliance with IFRS or GAAP standards and Armenian statutory requirements
  • Plan, prioritize, delegate and supervise section staff involved in preparing and/or reviewing financial transactions to ensure that transactions are processed in accordance with corporate policies, applicable laws/regulations and sound business practices
  • Prepare periodic internal management reports and support schedules
  • Communicate with external and internal auditors on audits and expenditure verifications required both by legislation of RA and major donor’s requirements (USAID, EU, SIDA and others).
  • Maintain all accounting processes/entries and transactions through EPF AS-Accountant and ensure financial management through EPF customized HOPR system
  • Together with Procurement Manager review of employment, supplier, service, consulting contracts, and other HR related documentation in accordance with Armenian Labor Code, Civil Code and relevant legislation. Providing assistance and support to HR Officer in contracting of staff, service providers, consultants
  • Other duties as might be required by CFO/CEO.

 

Requirements:

Education & knowledge

  • Higher education in Economics / Finance
  • At least 3 years of prior experience in a Finance Manager, Auditor or equivalent finance position
  • Previous experience with non-profit sector finance is a must
  • Experience with USAID- and EU-funded projects and programs is highly desirable
  • Working experience with AS-Accountant (small & medium package) is requirement
  • License of Chief Accountant from Ministry of Finance is highly desirable
  • English, Armenian and Russian language proficiency; excellent computer skills, including Excel and knowledge of financial databases.

Terms and Conditions

Hours 

40 hours per week, 9:00 – 18:00 or 10:00 – 19:00; Lunch time - 1 hour (13:00-14:00).

Holidays         

Annual leave entitlement for full time EPF/Armenia staff is 20 working days per year, in addition to Armenian national holidays (up to 12 working days).

Salary Grade

Eurasia Partnership Foundation reserves the right to amend or add to this job description at its discretion.  Changes will be discussed with employee in person and notification made in writing within 4 weeks of addition or amendment.
