Realization of the right to health in Armenia with a focus on Gegharkunik region of Armenia

This Alternative Report aims to inform the UN Committee on Economic, Social and Cultural Rights (CESCR) on Armenia’s implementation of Article 12 of the International Covenant on Economic, Social and Cultural Rights (hereinafter “the Covenant”), which sets forth the obligation of a state to ensure the right of everyone to the enjoyment of the highest attainable standard of physical and mental health.

The Report focuses on the challenges of enforcement of the right to enjoyment of the highest attainable standard of physical and mental health in accordance with the provision of Article 12(1).

The report analyses domestic legislation, policies and practices for consistency with the right to health under Article 12 of the Convention and the four interconnected elements laid out in CESCR General Comment (GC) No. 14: availability, accessibility, acceptability, and quality.
